The Origin and Record Authority (ORA) is the sovereign institutional framework governing the constitution, jurisdiction, and integrity of issued works and records produced under transcription protocol by Abdushakur.The Authority defines the conditions under which a work may be formally recognized as a record of origin, establishes the administrative structure through which issuance and registration occur, and maintains the systematic architecture of record classification, custody, and continuity.ORA exercises jurisdictional authority only. It does not curate, interpret, promote, or manage reception of works. Its function is neither aesthetic nor critical, but constitutive: to determine what qualifies as an issued record and to maintain the institutional conditions under which such records exist.Issuance, serial registration, andadministrative record integrity are executed by the Office of the Origin Registrar (OOR), operating under the authority and mandate of ORA.
